Just have the EXEC mail the file to AVAIL-L.  If you have Rice MAIL/MAILBOOK,
the command would be
 
   'EXEC MAIL AVAIL-L (NOPROMPT NOEDIT NOLOG FILE DOWNTIME REPORT'.
 
Alteratively, you could add the mail headers yourself and PUNCH ... (NOH the
file to AVAIL-L's reader in class M.
