Thanks to all for input to this. The request is still pending and I am hoping the list will be left as is. I understand the "futility" of this and agree. Directors just seem to outrank me :)

Listname.mailtpl overrides
site.mailtpl overrides
default.mailtpl

Assuming you have made a site-wide BOTTOM_BANNER template (in site.mailtpl) then you can go to that list  

 List Manangement > Customization > Mail Templates

select Banners templates
 select BOTTOM_BANNER, then Edit Template
  delete any/all lines and enter .QQ  as the first line, left column.
  Save the template.

This will prevent the BOTTOM_BANNER template for that list only.
