New wa.exe "sort of" works in 1.8e intel.  

"Sort of" means some templates are broken and the defined site admin loses
the ability to manage all lists. 

I was informed by lsoft support that they had plans of patching windows 1.8e

Not guaranteed. WA in 14.3 uses some LISTSERV features that were new to
14.3. Most operations will probably work, but some are likely to fail. It
may be that with 1.8e templates, those new functions will never be
exercised, but I can't guarantee that -- we have not done that analysis. You
can try it, and it may work, but it's not a supported configuration. If you
_do_ try it, I would recommend that you don't update the default.wwwtpl --
that will reduce the chances of exposing new functionality.

In general, older WAs will work with newer LISTSERVs but not the other way
around.
