Is there something we can do about the last two groups that you mentioned?

If you have a policy that is defined and/or supported by management and
If Owners are contractually or otherwise obligated to follow set policies
then
You have the right and authority to take action against recalcitrant owners
as specified by policy (not whim).

For whatever reason (contrariness, meanness, incompetence, etc.) that owners
do not follow reasonable and legitimate policy, these are the ones we should
get rid of, not only because of the trouble that they cause administrators,
but also because of the damage that they can do to the whole site or
institution.  For example, a list could be set up to act almost like an open
relay.  Then when your whole site or domain becomes blocked by anti-spam
lists, all your lists will suffer.

Some are nice people who will do the exact opposite of
what we want just on principle.  A select few, very few, are just bastards
and/or idiots.  Welcome to the Bitnet legacy.
