Also, make sure you observe any new messages (probably sent to list-owner and/or -admin) that may result whne the FREE is issued or soon thereaferr.

Typically, a list-owner has:

1) explicitly held the list (why?)

2) implcitly held the list by GET the list definition headers

or 

3) LISTSERV has a problem often related to archive storage
