If I understand your question, do the GET DEFAULT MAILTPL; edit
out those sections that you don't want to change; modify the new
subscriber section; save the file as 'listname MAILTPL'; and stow
on the filelist.  I don't think this procedure has changed in
1.8b so do a INFO OWNERS and scan for /mailtpl/ for more educated
discussion.
