No.  (I just tested this.)  An address listed as Owner= of a list may post to
that list without being subscribed.  Other settings, such as Moderation, may
still apply.  As to the rejection message, it sounds like it didn;t even come
from LISTSERV, but we really need to see the text of that to be sure.
