I apologize if I was unclear.

I want to provide a list. Only subscribers can post without confirmation! but, I also want people who are non subscribers to be able to post but have owner or editor confirm these. Is it possible?

There's several ways to do it, but my preference would be

* Subscription= By Owner
* Send=         Editor
* Editor=       whomever, (list)
