Well, judging from lack of responses I received this is not a hot topic.
However, I feel like I should set the record straight.
 
Due to a change in the remote mailer I was testing with, which changed the
E-mail domain on the From: statement, the following statement is NOT true.
 
Confidential= Service seems to override Send= Private.
 
In fact, if a listowner subscribes (with the proper address) a user outside
the service area, that user can become a full participant in lists with
Confidential= Service and other access levels, eg Send/Review, set at private.
 
This solve my problem of a list open to the local site that includes some
"trusted" outsiders.
