Eric, it does sound like the FIX15M3A problem, but I thought you were pretty
sure that it couldn't happen with normal distribute, only DIST2.
 
Anyway, I have that fix on the RICE system.  Does it not make sense to
send it to everyone at this point?  This could happen, it seems, to
*any* peered list.
