As the earlier poster explained,  the count you're  seeing is only of those
who get the note immediately, so people set to INDEX aren't counted either.
In the latest releases of 1.8b,  the count has changed  and it now includes
everyone who's set to other than NOMAIL (i.e. DIGEST and INDEX now count).
