You could write an  EXEC to do this for you  *while LISTSERV is stopped*.
Or, if  you still have  a copy of  EDGAR around (no,  I don't ;-)  ), you
could set DBLANK ON and just EDGAR  + FILE :-) I always wondered why they
didn't port this option to XEDIT. Ah well. Anyway, blank lines get filled
up as new people subscribe, so this  is only an issue if you've removed a
lot of subscribers forever.
