I am looking for a list site for any of the following.  Any site willing
to host a location for any one (or more) of these is requested.  Also, if
there is already a list on this subject, please advise me.

1.  PHONES-L      Unmoderated telephone and telecommunications list where
                  people may post questions about telephone equipment and
                  supplies, and will also carry feeds from other related
                  lists, such as the ISDN and Cellular mailing lists which
                  are carried elsewhere.  This would be a "one stop" list
                  for general inquiries on telephones, equipment and other
                  materials.
 
2.  PACKMAIL      List dealing with methods of packing, packaging and
                  transferring mail, with specific emphasis on the QWK
                  format used on Personal Computers for transfering mail
                  between a user and a site, and recommendations on the
                  improvement as well as other packing methods.  Also,
                  questions regarding transfering mail and inquiry
                  questions on how to install something.  For both the
                  users of packed mail and the people who set up the
                  Transfer Agent on the host computer.
