LISTSERV on Windows does include its own SMTP listener.
What version of LISTSERV are you running? Current versions do support
EHLO:
$ telnet peach.ease.lsoft.com 25
Trying 209.119.0.4...
Connected to peach.ease.lsoft.com.
Escape character is 'Ø]'.
220 PEACH.EASE.LSOFT.COM ready.
ehlo localhost
250 Go ahead.
quit
221 Closing connection.
Connection closed by foreign host.
I'm not sure when EHLO support was introduced to SMTPL.EXE; Eric could say
for sure.
