Blank Lines in Subscription List

While examining a list file (xxxx LIST) I noticed a number of blank
lines interspersed among the subscribers.  (I'm looking at the file
directly on LISTSERV's 191 disk, not via REVIEW or GET.)  Are these
blank lines indicative of something awry?  How might they have gotten
there?
