Would you want  a separate command to quiesce the  DISTRIBUTE function during
the day (note that you can't quiesce  a RSCS distribution during the day, so if
you quiesce  DISTRIBUTE too  often or  too long, people  will revert  to normal
distribution  and "you'll  have won  everything" as  we say  in french),  or is
OFFLINE enough (OFFLINE quiesces DISTRIBUTE *and* mail processing)?
