The SIGNOFF (and DELETE/DELHERE) command have been changed to operate with the
'UPCASE' option  by default. That is,  LISTSERV will, by default,  ignore case
when trying to remove someone from a list. If several entries match the target
userid, all of them will be removed. A 'MIXedcase' option has been provided to
fore case to be respected during the search.
 
Additionally, whenever a  SIGNOFF command fails because the user  could not be
found on the list, the following mailform  will be sent to the list owners cc:
the  originator, unless  the  MIXEDCASE option  was specified  or  this was  a
'SIGNOFF *' request:

Dear list owner,
 
  Local  VM Wizard  <WIZARD@FRECP11>  has  attempted to  sign  off the  TEST-L
distribution list (Test List) with the 'UPCASE' option, but could not be found
in the list of  recipients. It is possible that a  "synonym" address exists in
the list (eg one  with a less explicit domain phrase, or  with an explicit '%'
routing through a  particular gateway). Please check the list  manually for an
address that could possibly map to [log in to unmask]

This should  prevent users from  sending mail to the  list when they  have not
been  able to  signoff by  sending mail  to LISTSERV.  It will  of course  not
prevent them from sending mail to the list when they have not tried sending it
to LISTSERV, but that's another matter entirely.
