This is an example of expecting technology to enforce a policy issue.  To
the extent that the policy issue deals with general users (e.g. a password
change program that enforces password complexity requirements), this is
reasonable.  But it is also reasonable to assume (and demand) that List
Owners are an experienced professional group capable of understanding and
following site policy requirements.

So open a dialog with your List Owners and inform them of the site's
policies.  Then you do not have to wait for software to fix this policy
problem, or the next one that happens along.  You can always remove an owner
that refuses to follow them.  If there is only one owner, find another one
or change it to a site admin and HOLD the list.  In such a case, you might
recruit from the list's subscribers, or at least notify them that the list
is being disabled due to Owner Misconduct.

So for the people at LSOFT, can you consider adding an option to NOT allow
the list owners to overwrite the site wide banner?  (i.e. could you add
another section to $SITE$.MAILTPL which would be appended to whatever
bottom_banner the list owner created, perhaps a bottom_banner2 or a
bottom_banner_sitewide)
