I will take a guess that you are using Send= Editor  (where the mail client
needs to use ReSent-* mail headers).  Try using  Send= Editor,Hold  Then
LISTSERV simply sends a message to the editor/moderator asking them to approve
the message.  If they editor approves she/he replies with OK, which is not a
resend of the message.  Of course editing of the message text is then not
possible, so this could be a problem.  LISTSERV's use of Resent-* headers
complies with RFC822 and we know of no instances of other MTAs having a problem
with this.
