Try setting DEBUG_DBMS_FLAGS to 1 in your LISTSERV site
configuration, restarting LISTSERV, and then creating a DBMS mailing
list.  This will make the actual commands that LISTSERV is sending to
the database to appear in LISTSERV's log file; this should give you a
better idea of what's going on.
