FWIW I use the following format in list headers (as seen on the web interface):
.HH ON
Owner= [log in to unmask]
Owner= quiet:
Owner= [log in to unmask]
Owner= [log in to unmask]
.HH OFF
All owners listed below the "Owner= quiet:" line are quiet owners.
The ".HH ON" and ".HH OFF" aren't required, they just hide that section of the header from anyone who doesn't have listowner access.
