At first I had the same issue. It seems that it will ONLY work with the
default templates, if you modify them in any way (even just save them w/ no
changes), it will not work. I believe turning on strict HTML 4.1 just uses
another set of "default" templates. So to get it to work I had to go and
delete all the templates I created, pre-fixed with (*), changed the one
"IMAGES_URL" template, and it worked.

Interestingly, making the change to $WWW_IMAGES_URL at the server level (or
list level) had no effect. I still had to add an </table> to the first line
in the $WWW_ARCHIVE_HEADER for each list. It now works in Netscape 4.x.
