This has happened to us, twice, for different reasons. In both instances,
LISTSERV was not at fault. Rather, the mail server was the culprit.
In the first instance, the internal network connection from the server on
which we have LISTSERV installed to the server on which the mail server is
installed, was broken. LISTSERV was processing the mail, but it was not
reaching the mail server.
In the second instance, all the list mail was "stuck" in the mail server's
spool. A check of the logs and a restart of the mail server got things
moving again.
So, check the logs on the mail server that is actually sending out the
LISTSERV mail to see if there is a problem on that end.

Subject: List Email messages not being distributed
Our 300 subcribers on the list have suddenly stopped receiving the
individual messages from the list by email. We have a web interface, and
message posted to the list do show up on the web interface, but no
individual email messages from the list is being received by any of the
subscribers.
