Guess I have to answer my own question. This does not work. It's as if the first Send= was not there. I also tried two other flavors of send:
Send= (other-list-name),public,confirm,non-member
and
Send= (other-list-name),service,confirm,non-member
Both were accepted without syntax errors, but neither "worked". Non-members of the list had to confirm.
