we have near 4 months working with this address, alone that yesterday 
itself could not enter

WWW_ARCHIVE_URL = http://www.didage.org.mx/listas/wa.exe

in the IIS has a configuration standar with the necessary permission to 
work, read-writing and permit the executable (wa.exe)
