It might be helpful to know how it fails.
However, LCMD on unix simply drops a .job file into LISTSERV's spool containing the command, and LISTSERV picks it up as if it had been emailed. But it writes it from the user's logged-in address with the hostname of the machine it's coming from, so if the user is logged into LISTSERV.SOMEUNI.EDU as "someuser", the command will come from [log in to unmask]
If they're listed in the Owner= setting for their list as [log in to unmask], the command will fail because [log in to unmask] isn't a list owner. This can be worked around by making [log in to unmask] a quiet owner of the list.
That would be my first thought as to why she's having trouble.
