Thanks for the good info Ben. I would just like to add one nit.
When checking the activity log, if a list has had no activity, any
mention of it will be missing from the activity log, so you need a list
of the suspect lists and check each of them to see if it is listed in
the log at all.
Another option is to send a test message to each of the suspect lists so
the log will contain at least one entry per list. If the test is the
only entry, that list is a good candidate for purging. This test
message should be worded so that it informs the subscribers that due to
low/no activity, "TPTB" (not yourself) is considering deleting it.
