You *could* suggest that "emergency" messages be kept short, brief, to
the point, and avoid multi-megabyte attachments.

Yes, I know that's just crazy talk....

(Also, if you are indeed handling true *emergency* messages, rather than just
"tonight's meeting is cancelled" messages, you probably want to find somebody
with professional expertise in the field.  I can testify from sad experience
that getting *really* time-critical information out to 30K people is *really*
hard.)
