I have to disagree. In Europe, it is very common to give your surname
first, as in 'Thomas Eric'. This is the "official" way, ie the way a
student would register in a university. This is one of the reasons why
the NETSERV UDS stuff was not successful - nobody knew which form to use
for their name, and if you searched for 'Eric Thomas', you wouldn't find
'Thomas Eric'. Well you could search for 'Thomas' alone, but then you'd
find 'Thomas Habernoll' and all the other 'Thomas' in the (UDS) world,
which is not precisely what you wanted. I definitely think that '/WHOIS
John Doe' should find 'Doe John'.
