- In any case, the file is examined and completely parsed (by LSVJCMD)
before it can even be known that this is a DISTRIBUTE file. This is
already the case now.
- If the file is invalid (ie contains non-local recipients and you're on
the backbone), I would probably transfer it to the postmaster. The
postmaster could then, at his discretion, READCARD it and re-spool it
to LISTSERV, it which case it would be processed normally. This is the
way it works now when a non-backbone site receives a DISTRIBUTE job.
