Is this a new feature of LISTSERV that was either unannounced or
that I may have missed?

There are 4016 files in the system  spool and 1990 files in the RSCS spool.
LISTSERV is  automatically coming  back online  and will  resume processing
reader files.  You can  force it  back offline, if  desired, by  issuing an
OFFLINE command. It  will, however, go back offline  automatically when the
system spool goes above 9000 files or the RSCS spool goes above 3000 files.
