>What can I do to force the " in the 'To:' field?
You can't. It's the escape character in RFC822, it has syntactical
meaning. It can itself be escaped into the address, but this looks ugly
("Universit<backslash>"at") and not all versions of the mailer support
it. The proper way to write such addresses is Universitaet and Muenster.

Delete him. Were you expecting a "miracle" solution? As long as you don't
delete him, he'll get the mail. As long as he gets the mail and his
mailbox his full, his operating system will generate an error. As long as
an error is generated, it will be bounced back to the list owner. It
would be ethically unacceptable to discard the delivery error for the
selfish comfort of the list owner when network bandwidth is being wasted
and something should be done about it.
