Sure can. I have over 30 list owners who manage their lists via e-mail.

The first line *MUST* be the PUT command.
To find out more about being a list owner, send the following commands
to LISTSERV@UBVM or [log in to unmask] in the body of a mail
message:
index lsvowner
get lsvowner package
afd add lsvowner package
