Yes, DISTRIBUTE "decision" (which user will be served by which server)
is done once, at the site that holds the list. Afterwards, the distribute
job(s) resulting from that mailing are sent to the next 'hop' up from your
site, and they continue fanning out as they get farther away from you,
so if UGA is your next hop (at least in network terms), it's normal to
see a huge job going to them.. -turgut
