Any Network ADministrator (in Bitnet parlance) can effect a DELETE for
someone under their administrative control.  With the passing of general
user of Bitnet, this feature is restricted to the host userids: POSTMAST,
POSTMASTER, and MAINT. Not all host mail systems have such accounts and the
list's owners might (usually) get involved.
