As far as LISTSERV(R) is concerned, this is just another "subscriber"
who's special "needs" might include an explicit SET e.g.,

SET listname FULLHDR FOR userid@_inn_host

Also, depending on moderation policy, more "work" might need to be done
for the list headers and/or INN config.
