list-owners and moderators are different: you have used moderators (below) with list-owner privs.

List of owners and moderators can be lists themselves on the same host.

list-A: OWNER= rfc822_addr1,(LSTON)
list-B: OWNER= rfc822_addr2,(LSTON)
LSTON: OWNER= rfc822_addr3,rfc822_addr4
