add the keyword

which will reject postings back to the sender of messages
greater than 1000 lines (or pick some other number).
 
Or, if your version of LISTSERV supports it,
 
QUIET SET listname REVIEW FOR abuser@node
 
if the person is a subscriber.  If the person is not
a subscriber, put them in the filter
 
* FILTER= ALSO,...,abuser@node
 
where '...' represents other well-know generic userids
previously mentioned here and elsewhere.
