I think you have created a dilemma by your conflicting needs.
What value does it server to have SUB By_Owner and w/o an
interaction with the user (either automated or manual) and
then subscribe them?
 
I suggest that you revert to SUB OPEN/CONFIRM, w/ NO
default-option of REVIEW.  As you may need to, SET luser
to REVIEW or NOPOST, either based on personal history
with luser, or site.
