Your description of the problem user spamming many lists is the best
reason i can think of for each and every list having:
 
subscription: open by owner
send: private
and possibly verify: all
 
Then he can send to every list in the world, but if he isn't a member,
he will have his mail rejected.
 
He can still send to all the listowners of the world but will not get
the public atention he seeks.
 
Sorry to hear about the problem user.
 
Good luck with the fix.  One of the reasons i asked my site admin to
make my list send: private.
