This is an old topic, and I know it, and I've been through the archives
and I'm still confused. I found the release notes for 1.8d addressing this
partly, but it doesn't resolve the issue.

I think what I would like is something like
Service=* and Confidential=Local
i.e., anyone anywhere can subscribe, but the list will not appear in
Catalist or Lists Global. Except Confidential=Local isn't valid. What am I
missing?
