I suspect that the sendmail SMTP protocols (RFC821/822) between
 
            from mail3.online.apple.com to gatekeeper.va.gov
 
are incompatible.  I suggest that you e-mail postmaster@ each
host and present them with this query (unless someone else
gives you a better answer herein.)
