Lists can get locked automatically for any number of reasons, such as
"get"ting the list and not using "nol." And LISTSERV can do it if it
thinks it sees a problem of some sort which might be detrimental to
the list, just as it can set your list to "hold" if there is a problem.
 
Whatever, to unlock your list you simply send:
UNLOCK listname pw=xxxxxxxx
to your LISTSERV host site.  The password may or may not be needed,
depending on how you have such things arranged.
