To understand why QUIET  is not the default, you have  to think about the
poor subscribers who  do want to be informed about  unexpected changes to
their subscription  (when they did not  explicitly ask the list  owner to
make the change). This is why QUIET  is not the default, in fact QUIET is
supposed to be used:
 
- For  "mass  change" operations,  which  are  better advertized  with  a
  posting to the list.
 
- For accounts which have been deleted and would get you another piece of
  junk mail if you didn't use QUIET.
