|In an effort to conserve archive space, and to reach the many members
|who go on and off mail frequently, I would like to have a way to send an
|FAQ out to everyone.

If you are, or can be authorized, this is a *perfect* situation to use
LISTSERV's DISTRIBUTE MAIL feature to a list of email addresses.
Archives and NOMAIL subscribers are not a factor.
