If you unhide this link and try to send a message, but the Site Admin has not
enabled your DISTRIBUTE permissions in one or the other of the 2 ways I
mentioned previously, then when you attempt to go to this interface you get a
'Not authorized' error message and can't proceed.  In short, without the
proper permission, this method is simply not available to you.
