So the problem with Quiet Add is that it does not work properly with
 
Validate= Yes,Confirm,NoPW
 
in the header file.  I got the header and changed the Validate line long
enough to add the 1600 recipients and then put it back.  All is fine.
Thanks for the suggestions though.
