Uually, but perhaps not always, when you start to customize a listname's
MAILTPL,  as you said, you GET DEFAULT.MAILTPL.  But instead of modifying
only the sections that need change, usually one also deletes those
sections that should could from the system default since there is a
priority order of processing of templates: first use the listname.MAILTPL
template section if one exists; if that section does not exist within the
template file, then look in the system default.MAILTPL.
