Your performance questions are difficult to quantify.  There are a number
of variables concerned:

* what MTA is handling the outbound connection?

* how much bandwidth is available between LISTSERV, the DBMS,
  and to the Internet?

* is the DBMS installed on the same machine as LISTSERV?  If
  so, what other processes are also running?

* are you using conditional blocks or mail-merges?
