 It means that  [log in to unmask] issued too many bad commands to
 LISTSERV and LISTSERV won't talk to her/him anymore until some
 else serves this address back on.  I guess LISTSERV is encouraging
 her/him to stop typing bad commands and seek help.
 
 To restore access send the command  serve [log in to unmask]
 to [log in to unmask]
 
 That will restore her/his LISTSERV priviledge.  You may also want to
 write  [log in to unmask] and ask what she/he was trying to do.
